Tale of Two Cities, One State

Interesting article in the LA Times on the differences in crime rates in the north and south of CA. Features Oakland and Los Angeles, the former a place where the parolees from the highly successful and universally admired CA correctional system come back to live after release and the latter where the same law enforcement strategy that paid dividends in NY has now been in operation for a few years. Want to guess which area has the higher crime rates right now? Want to explain what that says for throwing dollars at prisons instead of crime prevention and law enforcement? Want me to stop now?
