Recovering in RI

Where the state legis has reversed that law we discussed recently putting 17-year-olds into adult prisons believing it would save money but, surprise, it didn’t. No word of whether the gov will sign and, amazingly, no retroactivity so that the ones who’ve been sent away for the last four months will be removed from adult custody. It’s like they couldn’t let “smart” completely happen, you know?
