Let Them Divvy Up Spoils

We frequently mention as a possible alternative to our current corr sent system the development of capped vouchers that would allot a certain amount of dollars to counties and local gov’ts to spend on state correctional services. They could spend it as they always have or find alternatives or reconsider priorities in their own jurisdictions. Yes, it would be tough getting the county types to accept this, but maybe not so much if you let them keep any savings and didn’t take those savings away from the next allotment. AL (Alabama, not Alaska) might not be the only state interested in ending their jail back-up probs or other fiscal needs by having this kind of cash available.
