Burning the Furniture for Firewood

AL's (Alabama, not Alaska) prison problems have gotten so bad that, not only are legislators planning more funding but threatening to hold the entire rest of the state budget hostage until it passes. Nice priorities. Sorta like IL, where they don't have enough money for staff and thus staffing shortages and thus they are, ready for this?, cutting guard training to keep them on their posts longer. What's the over/under for the first really costly riot?
